The two approval moments

  1. Idea Review / VPC Sign Approve locks the Smart Requirement Summary and validated product context. This action automatically starts document generation.
  2. Per-document Sign Approve records your acceptance of each current generated document. Blueprint Summary reaches 10/10 Approved when every applicable current document is signed.
These are two approval types, not two global gates. There is no global Structure Review Package approval after generation.
